Article by Peter Walker: A 26-year-old Billericay van driver will not face prosecution over the death of a Latvian student who was walking along a main road in pitch black.
Pavels Ivanovs, 22, was hit by a vehicle while walking along the A1060 Roxwell Road in Chelmsford at about 6am on Monday, December 1.
The third-year Anglia Ruskin University civil engineering student, who was living in Chelmsford, died at the scene.
The van driver was arrested that week on suspicion of causing death by careless driving.

Today, April 10, he was due to return bail, and potentially face a criminal charge.
But Essex Police revealed he was aquitted entirely on Thursday, March 12.

Shortly after his death, Pavels' teacher and lecturer Dr Esther Norton described him as a "very bright" and hard-working student.
